About The Role
The HTS (Harmonized Tariff Schedule) and FTA (Free Trade Agreements) Supervisor role will be responsible for ensuring accurate tariff classification, optimizing duty savings through FTAs, and maintaining compliance with customs regulations. This critical role is focused on programs that minimize costs associated with cross-border transactions, while ensuring seamless import/export operations in a highly regulated industry. The position requires close collaboration with several departments within the organization.
Your Key Responsibilities
- Process owner for import classification, including implementing, monitoring, and maintaining a Customs Classification processes (HTS), including classification procedures, decision tools and methods, all while leveraging technology solutions.
- Owner of country-of-origin determination and origin markings processes, including implementing origination rules and origin marking procedures (e.g., tariff shift, regional value content, substantial transformation, etc.) Create standard work/procedures to ensure maintenance of related master data in ERP systems.
- Establish a communication and collaboration system with internal product experts to obtain technical data and other relevant information required to make accurate classification determinations, as well as with Customs Brokers to facilitate customs entry process, as necessary.
- Implement gated process in which classification steps are performed by trained experts early in the product development process.
- Ensure complete consistency and accuracy of classification codes across various IT platforms, as well as acting as point of contact for resolution of discrepancies with business partners and authorities.
- Implement statistical sampling methods, audits, spot checks and other tools to ensure process control.
- Accurately classify electronics-related components, other subassemblies, finished products, and raw materials using the Harmonized Tariff Schedule (HTS) and ensure data maintenance in ERP system related to HTS and Origin.
- Create and implement a duty management and optimization program which, ensures that:
- Valid and correct preferential or non-preferential Proofs of Origin (Certificates of Origin) are in place, were required,
- Invoice Declarations, Origin Statements, Manufacturer's affidavits, etc) are requested and are available where applicable for either import duty payment or duty recovery processes, import purposes, and/or origin qualification purposes, according to the applicable origins, destinations and Free Trade Agreements, etc.
- Robust Origin Qualification process for end-items is effectively maintained, according to the applicable product destinations and Free Trade Agreements, Proofs of Origin (preferential and non-preferential) are issued, as applicable and required
- Special programs (Prosec, Regla Octava) are applied with proper oversight. Regla Octava permits are in place and renewed on a timely basis.
- Conduct audits to validate tariff classifications and maintain compliance with Mexican customs laws, WCO (World Customs Organization) regulations, and other international trade standards.
- Audit country of origin and origin markings, and design and implement robust corrective actions in close coordination with Operations, Supply Chain, etc.
- Provide guidance and training on tariff classification rulings, duty rates, and customs disputes.
- Stay updated on emerging regulations and technology-specific classifications (e.g., semiconductors, printed circuit boards).
- Ensure compliance with rules of origin and manage supplier declarations to qualify for FTA benefits.
- Drive execution of company projects/initiatives, ensuring the full optimization of Free Trade Agreement benefits through expert advice on the sourcing/sales strategy.
- Ensure adherence to recordkeeping policies (Classification audit trail, Proofs of Origin, Origin Qualification support, etc.)
- People management & coaching; development of proficiency programs for classification and duty functions; activity oversight and goal achievement assurance.
Required Qualifications
- Bachelor's degree in international Trade or equivalent.
- Demonstrated subject matter expert (6+ years)
- Fluent in both English and Spanish
- Expert workinedge of Free Trade Agreements.
- Excellent analytical, organizational, and problem-solving skills, especially manipulating large data sets (eg., Excel, PowerBI, etc.)
- Ability to work independently and receive minimal guidance.
- Proficient managing multiple priorities and deadlines in a fast-paced environment. Excellent written and verbal communication skills, especially to various audiences – from operations to executive leadership.
- Leads implementation of continuous improvement projects and process optimization.
- Focuses on executing key tasks and completing assigned projects or implementations.
- Assists in synthesizing findings and preparing reports and presentations.
