I. Basic Information
- Job Title: HSE Supervisor
II. Job Description
The HSE Supervisor is responsible for managing the company's Health, Safety, and Environment (HSE) systems to ensure compliance with local regulations and international standards. The role focuses on achieving safe production goals by supervising, guiding, and implementing safety management (including fire protection), environmental protection, and occupational health management. The HSE Supervisor is tasked with creating a safe, environmentally friendly, and healthy working environment, continuously optimizing the HSE system, improving the company's overall safety management level, and reducing the occurrence of accidents.
III. Key Responsibilities
Health & Safety Management
- Ensure compliance with Mexican Federal Labor Law (LFT), Occupational Safety and Health Regulations (NOM-STPS standards), and other relevant safety regulations.
- Develop, implement, and enforce safety management policies, regulations, and procedures to establish and maintain a robust safety management system, ensuring a safe working environment.
- Manage the company's fire protection equipment and facilities.
- Supervise the safety of production equipment, processes, and working environments, identifying and eliminating potential hazards.
- Organize safety inspections, risk assessments, accident investigations, and analyses, and implement corrective measures.
- Promote 5S practices and a strong safety culture, conducting regular safety and environmental awareness campaigns, education, and training to enhance employee safety consciousness.
- Monitor and ensure contractors' compliance with safety regulations.
Occupational Health Management
- Implement occupational protection measures for employees and organize regular occupational health examinations in compliance with Occupational Health and Safety Standards (NOM 030 STPS).
- Identify and control occupational health hazards (Dust, noise, chemical exposure).
- Develop and enforce Personal Protective Equipment (PPE) management guidelines, ensuring proper use.
- Organize first aid, fire safety, and occupational health training to enhance employees' emergency response capabilities.
- Coordinate with government agencies for occupational health inspections and ensure compliance.
Environmental Protection Management
- Ensure company compliance with Mexican environmental regulations (NOM SEMARNAT standards) and fulfill environmental permit requirements.
- Monitor and manage the compliance of factory emissions, wastewater, and solid waste disposal, assisting third parties in environmental testing.
- Implement and continuously improve the ISO 14001 Environmental Management System.
- Conduct environmental awareness campaigns, training, and education to enhance employees' environmental protection awareness.
- Handle environmental emergencies and submit compliance reports to government authorities.
Emergency Response Management
- Develop and update emergency response plans (Fire, chemical spills, earthquakes), and organize regular drills.
- Conduct accident investigations and analyses, proposing preventive and improvement measures.
- Act as the factory's emergency response leader, coordinating actions during unexpected incidents.
Regulatory Compliance & Audits
- Serve as the key contact for Mexican government agencies such as the Ministry of Labor and Social Welfare (STPS), Ministry of Environment (SEMARNAT), and Social Security Institute (IMSS) to ensure legal compliance.
- Organize internal HSE audits and drive the implementation and maintenance of ISO 45001, ISO 14001, IATF 16949 certifications.
- Coordinate and support customer audits, third-party HSE assessments, and supplier evaluations.
Other Responsibilities
- Develop the HSE annual work plan.
- Manage the HSE team, enhancing professional capabilities.
- Organize HSE training to ensure all employees understand and follow safety standards.
- Participate in corporate social responsibility (CSR) and sustainability initiatives.
- Complete other tasks assigned by superiors.
IV. Work Collaboration Relationships
- Internal: Production, Equipment, Procurement, Infrastructure, Warehousing, and other relevant departments.
- External: Mexican government agencies such as the Ministry of Labor and Social Welfare (STPS), Ministry of Environment (SEMARNAT), Social Security Institute (IMSS), and third-party service providers.
V. Qualifications
Educational Background
- Degree: Bachelor's Degree or above in Safety Engineering, Environmental Engineering, Industrial Engineering, or related fields.
Work Experience
- Same Position: 5 years
- Same Industry: 3 years
Professional Certification
- Relevant Safety Management Certifications, Mexican Registered Safety Engineer (STPS Authorized), or ISO 45001 y 14001 Internal Auditor Certification.
Language
- Spanish (Mandatory), English (Preferred).
Professional Knowledge
- Familiar with Mexican occupational safety and health standards (NOM-STPS), Environmental Protection Laws (NOM-SEMARNAT), and related regulations.
- Proficient in ISO45001 (Occupational Health & Safety) and ISO14001 (Environmental Management) systems.
- Strong understanding of safety management and workplace safety technologies.
Skills
- Capable of conducting independent safety risk assessments and accident investigations.
- Strong organizational, coordination, and cross-cultural communication skills.
- Proficiency in HSE training and emergency management.
- Ability to make sound decisions under pressure.
Personal Qualities
- Excellent communication, organizational, planning, logical thinking, judgment, and leadership skills.
